Shahar is an old friend of the BD and as Professor of International Politics at the University of Queensland is in an ideal position to evaluate the Australian response and has written an excellent book “Locked Up Country. Learning the lessons from Australia’s Covid Response” (with Tom Chodor)
His presentation posited that successive Australian Governments have lost the ability to act on issues within the community and have adapted by outsourcing to the private sector for issues from planning (Involving the Big Four consulting firms), testing (Sonic Healthcare and others) and vaccine delivery. The hollowing out of the public service has left the Federal Government with few levers to pull except for the Armed Forces and Police.
